Bishop Monroe is a graduate of Livingstone College with a B.A. degree in Social Studies. He received the Master’s of Divinity degree from Duke University and the Doctor of Ministry degree from the Hartford Seminary, Hartford, CT.

His pastorates include; Metropolitan AME Zion Church – Hartford, CT; Metropolitan AME Zion Church – Kansas City, MO; Trinity AME Zion Church – Southern Pines, NC; Union Oak AME Zion Church – Hope Mills, NC; Taylor’s Chapel and St. Mary AME Zion Churches – Kittrell, NC;
Presiding Elder, Kansas City District; Presiding Elder, Nassau District of the Bahamas Island Annual Conference. Bishop Monroe also supervises the Kentucky and Missouri Annual Conferences of the Mid West Episcopal District due to the death in 2005 of Bishop Milton A. Williams. Bishop Monroe was elected the 95th bishop of the AME Zion Church at the 47th General Conference, 2004.
